How to read this. Rules are grouped into chapters and numbered, so 3.4 is chapter 3, rule 4. Click any rule number to copy a direct link to it, which is handy for reports and appeals.
Staff enforce the spirit of these rules as well as the wording. Not knowing a rule is not an excuse. Last updated 7 October 2026.
BannablePermanent banStaff approval
We are a serious, story-led server. Every player is expected to stay in character, build believable stories and put the experience of the whole scene before winning.
2.1Stay in character
Once you are in the city, you are your character. Out-of-character (OOC) talk breaks immersion for everyone around you.
Use /ooc, briefly and only when it is genuinely necessary: a game crash, a rule problem or a safety concern. Anything else goes through a report or Discord after the scene.
Fine: "/ooc my game crashed, I'm back, carry on."
Not fine: arguing in /ooc about whether a robbery was valid. Report it afterwards instead.
2.2Fail RP
Act as a real person would. Fail RP includes:
- Ignoring serious injuries, or carrying on as if nothing happened after a crash or a shooting.
- Driving or stunts that no real person or car could pull off.
- Talking normally while downed. Moans and pain noises only.
- Pulling out a phone or radio in the middle of a gunfight or while restrained.
- Ignoring the world: cutting through a crowded hospital in a car, or treating police like they are not there.
2.3MetagamingBannable
Your character only knows what they have learned in the city. Using information from Discord, streams, clips, out-of-character chat, friends' calls or the map to influence what your character does is metagaming.
Watching a live stream of someone in the city while you are playing, so that you can find or avoid them, is a ban.
2.4Powergaming
Do not force outcomes on other players or give them no chance to respond. Examples:
- Using /me to do things that cannot be countered ("/me takes the gun out of his hand").
- Doing things your character could not realistically do: superhuman strength, impossible knowledge, instant actions.
- Using game mechanics in ways real life would not allow, such as hiding inside objects or in places a person cannot reach.
2.5Value your life (NVL)
Your character wants to live. When a weapon is on you and you are outnumbered, comply, negotiate or look for a realistic way out. Do not ignore the threat.
Fighting back is allowed when it makes sense: you are armed and have the advantage, or your life is clearly on the line anyway. Taking on four armed people with your fists is not that.
2.6New Life Rule (NLR)
If you respawn at hospital, your character forgets the events leading up to their death.
You may not return to the area of your death for 15 minutes, and you may not take revenge for anything you "forgot".
Being revived by EMS on scene is not a respawn. You keep your memories, but you are still badly injured. Play it.
2.7Microphone and voice
A working microphone and push-to-talk are required. Text-only roleplay is not permitted. Voice changers and soundboards that disrupt others are not allowed. Background music and noise must be kept off your mic.
English is the primary language in the city so that staff can moderate scenes.
2.8Realistic characters
Character names must be realistic. Celebrity names, joke names and real people are not allowed. Your character needs a believable backstory and personality, not just "a gangster".
You may have more than one character. Characters must never share money, items, property or knowledge with each other.
2.9Combat loggingBannable
Leaving the server, or crashing on purpose, during an active scene to avoid its outcome is a ban. This covers arrest, robbery, death and kidnap.
If you genuinely crash, rejoin as soon as you can and tell the people in the scene with /ooc. If you can't get back in, open a report with a clip.
2.10Character kills (CK)Staff approval
Permanently ending another player's character requires staff approval in advance. You will need a strong, documented storyline reason.
You may CK your own character whenever you like. Let staff know so records can be updated.
Conflict drives stories, but it has to be earned. Violence without build-up is not roleplay.
3.1No RDMBannable
Random Deathmatch (RDM) means attacking or killing a player without a clear, valid roleplay reason and proper initiation. This includes punching people for no reason.
3.2No VDMBannable
Vehicle Deathmatch (VDM) means using a vehicle as a weapon without a valid roleplay reason and initiation. Ramming during a pursuit is covered separately in rule 6.5.
3.3Clear initiation
Before you use violence, your intent must be clear to the other person. Do it by voice, in a way they can respond to, for example "Hands up or I shoot". A shout from 200 metres away in the dark does not count.
Initiation lasts for the scene. If you leave and come back later, you need to initiate again.
Third parties who join a fight need their own reason to get involved.
3.4Valid reasons for violence
Valid reasons include an ongoing conflict between groups, self-defence, a robbery or kidnap that refuses to comply, or a serious in-character wrong done to you.
Not valid: "they looked at me", "they were in my turf" with no warning, revenge for something you forgot under NLR, or boredom.
3.5Green zonesBannable
No crime, weapons drawn or violence in these places: hospitals, police stations, City Hall, the job centre, garages and the airport terminal.
Scenes that start elsewhere may not be continued in a green zone just to escape them, and nobody may hide in one to dodge consequences.
3.6Revenge and escalation
Reacting proportionately is part of good RP. Turning an insult into a shootout is not. Escalation needs time and story. Gang wars in particular need a history built over several interactions.
3.7Downed players
Do not loot downed police or EMS for their service equipment. Do not repeatedly kill someone who is already downed.
Executing a downed player is only allowed with clear roleplay justification, and it still counts toward the NLR. It is not a CK.
Criminal roleplay is welcome, and it has to give everyone involved, including the victims and the police, a good scene.
4.1Police numbers for major crimeBannable
Major crimes need a minimum number of police on duty. This covers banks, the jewellery store, large heists, drug labs and wholesale deals. The script checks the numbers itself. Do not try to get around it.
4.2Robberies and theft
Robbing a player must lead to a story, not just a quick profit. Do not take everything a player owns, and never take service equipment, phones you then destroy, or items from the starter kit.
On-duty police and EMS may not be robbed for their equipment, vehicles or uniform. Do not rob the same person repeatedly.
4.3Hostages
Hostages must be real and must not be part of your group. Fake hostages, and friends playing hostage to bring police to the table, are not allowed. A hostage must be released unharmed if your demands are met.
Your demands must be reasonable. Letting your crew go free or getting a lighter sentence is reasonable. "Hand over your weapons and vehicles" is not.
4.4Kidnapping
Kidnaps need a clear purpose. Do not hold anyone for more than 45 minutes without staff agreement, and keep the scene interesting for them. Never leave a kidnapped player stuck somewhere with no way out.
4.5Gangs and groups
Criminal groups may have up to 8 members in any one scene. Gang shootings need a proper conflict, built up over time.
Official gangs with turf and territory perks are approved by staff and must keep up active roleplay to keep that status.
4.6Drugs
Grow, cook, cut and sell product through the systems in the city. Selling to other players needs roleplay. Do not "drop and go".
Do not set up equipment in green zones or in other people's property without permission.
4.7Scams
Scamming other characters in character is allowed. Scams involving real money, store items or account details are a permanent ban, as is any scam that takes place outside the city.
4.8Cop baitingBannable
Committing crime just to start a chase or "farm" police attention is not allowed. Your crime needs a purpose beyond provoking a response.
05Police, EMS & Public Service
Rules for working in, and dealing with, the emergency services
Public-service roles hold extra responsibility. Members of these departments also follow their own department handbooks.
5.1Interacting with police
Respond to police realistically. Fleeing and resisting are allowed, but you then deal with the consequences. Unfair police conduct goes through a report or a complaint. Do not argue in /ooc.
Officers must follow department procedure, offer fair processing and give arrested players a realistic route through custody and court.
5.2EMS are neutralBannable
Paramedics and medical staff are neutral. Do not kidnap, rob, kill or take hostage on-duty EMS. EMS must not become involved in crime while on duty.
5.3CorruptionStaff approval
Corrupt officers, dirty doctors and bent lawyers can make great stories, but they need staff approval first and a departmental lead must be aware.
5.4Abuse of powerBannable
Using a job's tools, vehicles or access for personal gain is abuse of power and leads to removal from the department plus a ban. Duty tools and armoury equipment may not be passed to civilians.
5.5Off duty means off duty
Off-duty service members use no service vehicles, radios, uniforms or databases. Police information learned on duty must not be passed on to criminal characters.
Drive like your vehicle exists and your character can be hurt.
6.1Realistic driving
Supercars do not go off road, motorbikes do not climb mountains and nothing survives a 100 mph crash untouched. Repair or tow damaged vehicles. Do not drive them on regardless.
6.2Vehicle theft
Stealing NPC vehicles is fine. Stealing a player's vehicle needs a reason and must be roleplayed: lockpicking, hotwiring or at gunpoint. Do not steal service vehicles from scenes.
6.3Aircraft and boats
Aircraft need a licence and a reason to fly. They are not taxis to escape the police. Do not land helicopters on rooftops for crimes without roleplay that justifies it.
6.4No vehicle tricksBannable
Using vehicles to clip into buildings, spawning vehicles mid-chase, storing a vehicle to escape and using vehicle exploits are banned.
6.5Pursuits and ramming
In pursuits, PIT and ramming are allowed for police when department policy permits. Civilians may only ram as part of a valid roleplay reason. Ramming pedestrians is VDM.
Everyone earns their progress the same way. Shortcuts hurt every player on the server.
7.1No real-money tradingPermanent ban
Buying, selling or trading in-game money, items, vehicles, properties or accounts for real money, or for anything outside the city, is a permanent ban for everyone involved.
7.2No exploitsPermanent ban
Duplication, money glitches, using broken items or loops, and any exploit that creates money or items are permanent bans. Report bugs privately. Do not test them yourself.
7.3No alt farmingBannable
Using a second character or account to funnel money or items to your main character is banned.
7.4Property and storage
Use property, stashes and storage for roleplay. Do not use them to hide during a scene or to dodge searches. Raiding a property needs a valid roleplay reason, plus a warrant if you are police.
Our anti-cheat logs everything. If in doubt, ask first.
8.1No cheats or mod menusPermanent ban
Mod menus, injectors, trainers, aimbots, ESP, speed hacks, macros and any third-party tool that gives an advantage result in an immediate permanent ban with no appeal. This includes holding or using cheats on another server.
8.2Crosshairs and visual editsBannable
Crosshair overlays and any graphics changes that reveal hidden information are not allowed. These include removing smoke, darkness or foliage, or making players easier to see. Graphics packs that only improve the look are fine.
8.3Multiple accountsBannable
Each person may have one Discord and FiveM account linked to Cloud9. Evading a ban on another account extends the ban to every account.
8.4Leaked and stolen contentPermanent ban
Do not share, sell or redistribute Cloud9 resources, maps, vehicles or code. Every file is fingerprinted and leaks can be traced back to the account that took them.
Streaming and making videos about Cloud9 is encouraged. Keep it fair to everyone else in the city.
9.1Stream delay
Use a stream delay of at least 60 seconds where possible. Hide anything with personal information before you go live, including Discord, phone numbers and the website.
9.2No stream snipingBannable
Watching a live stream to find, follow, avoid or target a player in the city is metagaming and a ban, whether or not you are the one using the information.
9.3Clips and evidence
Clips may be posted publicly unless they show a staff matter or private information. If you post a clip to call someone out, report them instead. Shaming players in public is not tolerated.
Staff are volunteers who keep the city fair. Their job is the experience of the whole server.
10.1Staff decisions are final in the moment
Do what staff say during a situation, even if you disagree. Do not argue in the city or in /ooc. You can appeal afterwards.
10.2Reporting players
Report rule breaks through the private Report Centre with a clip of the scene. Clips covering two to three minutes before the incident help most. Keep recordings for at least 48 hours after a scene.
False reports and reports made to "win" a scene are actioned against the reporter.
10.3Appeals
Bans and warnings can be appealed once through the ban appeals page. Be honest about what happened. Appeals that lie, harass staff or are submitted from another account are denied.
10.4How penalties work
Penalties scale with how serious the break is and your history. They usually follow this order: verbal warning, written warning, temporary ban, then permanent ban. Rules marked Permanent ban skip the earlier steps. Staff may also remove you from a job, gang or department.
10.5Common sense
No rulebook covers everything. If something feels designed to ruin someone else's experience, or to win at the cost of the story, it is probably against the spirit of these rules. Staff enforce the spirit of the rules as well as the wording.
- IC / OOC
- In character: what your character says and does. Out of character: you, the person playing.
- RDM / VDM
- Random Deathmatch / Vehicle Deathmatch: violence with no valid roleplay reason or initiation.
- NLR
- New Life Rule: after a respawn you forget the events leading to your death and stay away for 15 minutes.
- NVL
- No Value of Life: acting as if your character does not care about dying.
- Metagaming
- Using information your character could not know.
- Powergaming
- Forcing an outcome, or doing something impossible, so others have no chance to respond.
- Fail RP
- Unrealistic behaviour that breaks the scene.
- CK
- Character Kill: a character is permanently retired.
- Combat logging
- Leaving the game to avoid the outcome of a scene.
- Green zone
- A safe area where crime and violence are not allowed.
- Initiation
- Making your hostile intent clear, by voice, before using violence.
